Meet Our Team

President & CEO

Daniel J O’Connell, Ed.D., has been President & CEO of the Connecticut Council of Family Service Agencies since May, 2005. Dan’s entire career of more than forty five years has been in the provision of quality human service programs in CT and elsewhere throughout the country. During this time, he has served in a number of senior administrative positions in the public, non-profit and for profit sectors. Dan holds graduate degrees in Social Work and Public Policy, and a Doctoral degree in Education, Leadership and Administration. He can be reached at 860-571-0093, ext. 11 or doconnell@ctfsa.org.

Director of Finance & Administration

Douglas M. Larson, MBA, has been the Director of Finance and Administration for the Connecticut Council of Family Services Agencies since 1999. Doug is responsible for the entire financial and administrative functions of the Council. He has over 35 years in the finance field in both for profit and non-profit entities. Prior to joining the Council, Doug held a number of Director and Vice President Positions in the Banking and Manufacturing Industries. Director of Programs

Carol R. Huckaby, MA, recently rejoined the Council as Director of Programs. Carol returns to the Connecticut Council of Family Service Agencies after serving as Director of Education and Training for over 8 years with the Connecticut Women’s Consortium. Prior to that she served as Director of Program Operations for the Employment Success Program at the Council. Director of Quality Assurance

Amanda Sawyer, MSW, has been with the Connecticut Council of Family Service Agencies since 2004. Her current responsibilities include coordination and production of all internal and external reporting as well as other quality assurance functions. She has previous experience working in two of the Council member agencies. In addition to her work with the Empowering People for Success, Amanda has extensive knowledge of domestic violence and sexual assault programs. Executive Assistant

Liz Carlson has held the position of Executive Assistant since 2005. In addition to providing assistance to staff, she is involved with the planning for main events hosted by the Council including Family Legislator of the Year, Celebration of Family Champions, and the annual Leadership Retreat. Prior to joining the council Liz was the Executive Secretary to the Commissioners of the Department of Developmental Services, formerly the Department of Mental Retardation for over 30 years. Basic Needs Accounting Clerk

Carol Stevenson has been the Basic Needs Accounting Clerk for the Safety Net Program at the Connecticut Council of Family Service Agencies since 2007.  Carol processes and tracks all requests for basic needs payments to client families. Prior to working at the Council, she worked for The United Way of Connecticut, at that time a subcontractor of CCFSA, in the same capacity. TANF-ECF Project Director

Gregory L. Sullivan has joined the Council as an independent contractor to direct the new TANF-ECF Fiscal Intermediary contract.  Greg recently retired from the State of Connecticut where he served in various capacities, most recently as Principal Budget Specialist with the Office of Policy and Management for the past 17 years.  Greg can be reached at 860-571-0093, ext. 20 or gsullivan@ctfsa.org.

TANF-ECF Administrative Assistant

Joan Hudak recently joined the Council as an independent contractor to assist Greg Sullivan with the administrative duties of the TANF-ECF Fiscal Intermediary contract. Joan’s background includes many years of administrative and bookkeeping responsibilities at various companies. Joan previously was an employee of the Council between 1999 and 2004.
